City have spent heavily again in the summer, bringing in Sergio Aguero, Gael Clichy and Stefan Savic for a combined ?51million with Arsenal's Samir Nasri set to join for around ?22million.
By contrast all Wanderers have spent about ?2million on Darren Pratley, Nigel Reo-Coker, Tyrone Mears and Chris Eagles.
But Coyle is confident when it comes to kick-off his side have enough to cause problems for City.
"We are at the Reebok and we have to make sure we give a big performance. Is this a game we can win, absolutely?" he said. "If we give our maximum then I believe we can go and win.
"We do all the preparation work in pre-season knowing there will be a big start to the season but our priority is on Manchester City who, you have seen in the last week, have supreme quality.
"But that is why we love playing against the best teams, players and managers - and Manchester City affords you that opportunity.
"They are a team which is really evolving because of what they spent.
"Roberto (Mancini) has put the pieces of the jigsaw together to have a formidable team.
"They will get the ultimate respect but we also know when we are at our very best, regardless of who we are playing, we can win.
"I don't know what they have spent, what is it ?300million? In my 18 months in charge I've spent ?3million in transfers.
"It might look a bit of a mis-match on Sunday but come the game I can assure you it won't be."
Both teams had impressive starts to the season, Bolton winning 4-0 at newcomers QPR and City dispatching Swansea, another promoted side, by the same scoreline.
Aguero's two-goal cameo after coming on as a substitute against the Swans stole the headlines and Coyle admitted, even as an opposition manager, he could not help but be impressed.
"I think impressed is probably an understatement," he said.
"He was fantastic. He was something that, as a football lover, you want to see.
"You want to see the best players in the world operating in our league and he is certainly one of those
"Carlos Tevez is still there and Edin Dzeko and even the ones they are talking about moving on - like Emmanuel Adebayor - are world-class players."
Coyle believes City are the strongest they have been in the Premier League era and credited Mancini for the work he had done.
"City will be a better team than they were last season and that gives us problems," he added.
"Having won the FA Cup last season and qualified for the Champions League you can see how much they have evolved.
"I think that has come from the manager and he has to be applauded.
"It is fine to be afforded that wealth but sometimes you can assemble these players but not necessarily have a great team.
"I think they are getting it right, I think they have got a strong team with good individual players within that. They have integrated that group and they look formidable opposition."
But Coyle believes his side can take great heart from last weekend's win, which was the first time they had scored more than three goals in a game since last November when they demolished Newcastle 5-1.
"There were a lot of pluses for us. We will take that and move into the next game," he added.
"We knew ourselves we had won a hard-fought game. QPR were far from poor - I've been there myself bringing a team up from the Championship.
"Regardless of whether people give you credit or not the bottom line was it was an important three points with the games we have ahead of us.
"It gave us an enormous amount of confidence and hopefully you will see that come Sunday."
