Holden fractured his fibula against the Netherlands on 3 March and was expected to be sidelined for six weeks.
"First and foremost, my duty is to the club, to Bolton... The World Cup is the bigger goal in mind," he said.
Holden has played only two games for Bolton since arriving on loan from Houston Dynamo in late January.
But Trotters manager Owen Coyle has since extended his contract until the end of next season.
And the player is anxious to get back playing and show Bolton fans what he can do.
Will Holden's comeback help Bolton's survival bid
He explained: "I have to start training and build up a bit of fitness again but I think I've targeted in my own mind the last two games - Tottenham away and Birmingham at home.
"Those are two games I'm looking to play in and help contribute and hopefully we're safe by that point and building to next season."
"I want to come back and make a stamp on the last two games of the season and show the fans what I showed them in my first two games," added Holden.
"It's been a dream of mine to play in a World Cup so now that the opportunity is so close I'm going to do every little thing that I can control to put myself in the best possible position."
The return of Holden will give Coyle a welcome boost for Bolton's survival hopes - with the club five points clear of the relegation zone with only five Premier League games remaining.
