The England wide-man started just two games for City in the Premier League last season.
Mancini appeared to open the door to Wright-Phillips' Eastlands exit after admitting the 29-year-old deserves to play on a regular basis.
Wright-Phillips has enjoyed an excellent pre-season with City and scored again in Saturday's 3-0 Dublin Super Cup win over an Airtricity Irish XI.
"Shaun was born in Man City, he is an important player for Man City," said Mancini after the game. "For me, it's difficult to put him on the bench.
"A player like Shaun deserves to play every game because he's a strong player. But now, we have so many players it's not easy for him.
"I need to speak with him in the next days. It's difficult because Shaun is a good guy."
