Allardyce said: "I'm not surprised Kevin wasn't included - I'm slightly disappointed.
"But I can understand it given the quality of players England has in that position, particularly Frank Lampard, who is one of the best in the world.
"You can understand that, but Kevin is 23-years-old, he's playing in midfield and he's scoring double figures from midfield.
"At this moment in time he can't do any more than that, but if there's somebody there that much better than him then you can probably understand it."
Meanwhile, Bolton are tracking Lille winger Peter Odemwingie. The Nigeria international was tracked by several Premiership clubs while playing in Belgium last year and is now in the sights of Bolton boss Sam Allardyce leading up to the summer market.
