Meite, 25, has signed a four year contract in a transfer deal worth about £1.4million.
Bolton boss Sam Allardyce said: "Abdoulaye is a player we have been tracking for some time.
"He has all the qualities you'd expect from an international footballer who also played for one of France's top teams.
"He's young and should adapt to the intensities of the Premier League rather quickly."
Meanwhile, Bolton are closing in on a deal for out of contract Manchester United midfielder Quinton Fortune.
The 29-year-old South African left Old Trafford at the end of last season and has been at Bolton's pre-season training camp in Switzerland.
"Quinton would be a top player for us if he stays fit," manager Sam Allardyce told the club website.
"He has committed to our training regime to prove his fitness. I'm hopeful we'll sign him permanently."
In other news, Bolton have reportedly bid £1million for Liverpool defender Djimi Traore and Chairman Phil Gartside has told Tottenham to forget about signing captain Kevin Nolan.
"Kevin has been with Bolton Wanderers since he was a kid and he is staying," Gartside told Sky Sports News. "Kevin and I have a good relationship and Kevin and Sam have a good relationship.
"We have had no contact from any other club. All this speculation from the press is ruining the game.
"Transfer speculation never goes away."
